  • 6 Apr 2017 in Senate: Mr. Deputy Speaker, Sir, I also wish to join my colleagues in welcoming the visitors who are up there. If by chance I do not come back to this House I will join them as a PhD student. I hope they will welcome me even though it is very unlikely that I will not be coming back to this House. I want to challenge the PhD students that this is a conversation I had in my county on the County Education Day. view
  • 6 Apr 2017 in Senate: Mr. Deputy Speaker, Sir, I do agree. It is just that a politician and a Phd seem to be two different animals but sometimes there is point of convergence. The challenge with the Phd students is the inverse relationship between literacy levels and poverty levels. I do want to encourage the students and the intellectuals seated up there that we must translate what we learn and the research that we are doing into prosperity for our people. That is my challenge and I do hope that we will be seeing ground breaking research from JKUAT. I do wish you well ... view

I thought that the essence of the request of a statement by Sen. Sang was what the National Government has done in terms of implementation of the recommendations of the Committee of Labour and Social Welfare. Could you direct that we get the specific reasons the National Treasury feels that the recommendations ... view

  • 5 Apr 2017 in Senate: Thank you, Mr. Temporary Speaker, Sir. We need to tidy up those pieces of legislation because constituencies are part of a county. When you delimit the boundaries of constituencies, there is some linkage with the boundaries of counties. Sometimes you want a constituency to start from one point to the other, which then might end up interfering with the boundaries of a county. We are clear that Article 188 talks about boundaries of counties but in the same light, we cannot, if we want to involve Parliament in the process of delimitation of boundaries of constituencies, then, let it be ... view
  • 29 Mar 2017 in Senate: Mr. Speaker, Sir, there is the Kenya Agriculture and Livestock Research Organisation (KALRO) that undertakes research on various issues in the agricultural sector. If it suits the Senator who requested for reference on research on soil samples, the Committee could retreat and get these references from KALRO. view
  • 28 Mar 2017 in Senate: Madam Temporary Speaker, when the President read his Speech, I put on my best behavior. I did not come with a whistle because I thought and believed that the President was going to tell Kenyans something tangible and substantial about how the Jubilee Administration has realized the national values espoused in Article 10 of the Constitution. The Speech was in very good English. The President went to St. Mary’s School, therefore, it is expected that his English is good. However, it is full of alternative facts. It is full of statements that cannot be verified. Article 10 of the Constitution ... view
