  • 19 Jul 2016 in Senate: Mr. Temporary Speaker, Sir, first, I thank the Mover of this Amendment Bill, Sen. (Prof.) Lonyangapuo. When I was at the university, he was already a renowned professor. In that university, I was leading students as a Secretary General and Sen. (Prof.) Lonyangapuo later on led the institution. So, at times when I am in doubt between the Constitution and Sen. (Prof.) Lonyangapuo, I tend to trust him more because he is older than the Constitution. In this particular matter that the Sen. (Prof.) Lonyangapuo has brought before us, let me make it very clear to county administrators who are ... view
  • 19 Jul 2016 in Senate: Thank you, Mr. Temporary Speaker, Sir. If they are involved in indiscipline and political activities among other activities that are inconsistent with their job description, the County Public Service Board should have the power to discipline them. In conclusion, may I inform the governors and those who were at Bomas of Kenya saying that the Senate is the enemy of devolution, that through their actions and utterances, they are the ones who are making devolution stink. They should have had confidence that this Senate has got the right mental frame, interest of the nation and that when a Bill is ... view
  • 14 Jul 2016 in Senate: Madam Temporary Speaker, I wish to add my voice to this statement. First, I thank the Senator for being industrious enough to bring a statement from the Cabinet Secretary and the county government. My interest in this matter is that the Jaramogi Oginga Odinga Teaching and Referral Level 5 Hospital serves quite a huge catchment of which Homa Bay County that I represent is part of. I get quite dismayed by the level of service and facilities in this institution which has always been blamed on inadequate funding. Madam Temporary Speaker, I do not have the benefit of the figures ... view

  • 12 Jul 2016 in Senate: On a point of order, Mr. Deputy Speaker, Sir. The Senator for Kiambu County is referring copiously to written notes, which is against the rules of debate in this House. view
  • 12 Jul 2016 in Senate: Mr. Temporary Speaker Sir, I also join my colleagues in supporting this Amendment Bill and congratulating Sen. Wamatangi who has told us how he provided tanks at a time when he did not have the benefit of wealth. God smiled upon him, and out of his tank donation activities, he is now a man of means and highly regarded in society. He has good experience and good grasp of the informal sector that has led him to come up with this Amendment. As I support this Amendment. If you look at the Memorandum of Objects, it is fairly straightforward; to ... view
  • 15 Jun 2016 in Senate: Mr. Temporary Speaker, Sir, thank you for allowing me to contribute. Hate speech or incitement cannot be fought by breaking the law. This nation now knows about Article 251, because the President has told us to follow the Constitution in matters to do with the Independent Electoral and Boundaries Commission (IEBC). It is time we highlighted Article 51 as well because people in custody have rights. I hope that the Government will also parrot Article 51 the same way they have parroted Article 251 to the nation. The thrust of my argument is that there is clear evidence that as ... view
