I have a bit of reservations with whatever is happening in counties, right from my county of Bungoma. The Bill will seal all the gaps in terms of financial management. Before we talk of the principles and values which are well captured in our Constitution, We labour every day to bring Motions, Bills and amendments and ensure they are implemented, but at the end of the day, they are kept somewhere and nothing is done. view

Your values as a person will definitely direct you or determine the kind of choices you will make. We need to look at how the process of employment is done in this country. It is very clear in the Constitution but, again, when you go back to the same offices and look at what they are doing, you wonder where we are going. I have heard one Member trying to defend the position of public service. He said that as it stands now, the public service is well balanced. We are cheating ourselves.   • 3 Mar 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am a Member of the Special Funds Account Committee. We took some time to look at this Report, but I just want to make one comment. We realised that one Fund was performing much better than the other one. The Women Enterprise Fund is doing very well. The recovery of their loans is above 90 per cent across the constituencies unlike the Uwezo Fund.   • 3 Mar 2020 in National Assembly: They know exactly whom they are giving the money. The Uwezo Fund has a challenge because there is no staff. Once the committee releases the money, they will wait until the Assistant County Commissioner, the chief or the assistant chief calls for a meeting. That way, we realised that it is not possible to recover the money that is given out. view
  • 3 Mar 2020 in National Assembly: There is money that has just been stolen from 19 constituencies, mine included. You will realise that millions of shillings have been withdrawn. The people who withdrew the money are well known, but they are talking of investigating. Agencies are still doing their work for the last two years. So, it is quite a bit of concern. All these inputs that Members are making should be taken into serious consideration, so that the Funds can benefit the common mwananchi . I support the Report. Thank you. view

On my behalf, on behalf of my family and the great people of Bumula and the entire Bungoma County, I wish to pass my condolences to the late President Moi’s family. Moi will be remembered for many things that he did for this country, but three things stand out. One, Moi opened the political and democratic space of this country.
