Speaker of the National Assembly in the 13th Parliament.
He was the Bungoma Senator (2013 - 2022; Leader of Minority in the Senate (2013 - 2017)
By virtue of his position as co-principal in NASA he was retained as Minority Leader in the 12th Parliament but later replaced by his Siaya counterpart after 19 senators who attended Nasa's Parliamentary Group meeting at Parliament Buildings in Nairobi unanimously voted to replace him with Senator James Orengo on 15th March, 2018.

Thank you, Mr. Speaker, Sir, for this opportunity to contribute to this Motion. For a start, I join you in welcoming the students from Nandi County who are in the Gallery. I congratulate the Senator for Nakuru County for the commitment she has shown to the people who elected her since this tragedy occurred. I also support the creation of a Committee to look at what happened but with a caution that; if you go through the HANSARDS of this Parliament and the records, there have been many Committees. If there is no follow-up mechanism to enforce the recommendations of ...

Mr. Deputy Speaker, Sir, to be fair to the distinguished Senator for Vihiga County, who is my kid brother, he did not disappear. He said to those of us sitting next to him that since he did not anticipate that his Order would be reached, he had left his files and notes in his office. So, he has gone to fetch them. You remember the famous case of the British inquiry into the disappearance and reappearance of Lord Darling.

Thank you, Mr. Speaker, Sir. I cannot help but comment on this, in support of Sen. Sakaja’s concern. The distinguished Senator for Meru, who is the Vice Chair of the Committee, started by saying that he was going to shed light. He has ended up with a cloud of darkness on the issue. This is because, if we are now looking at audits of 2013/2014, then our oversight role is completely lost. Even focusing on pending bills is not an audit. We are not auditing what has not been spent or paid. We are auditing what has been badly spent. ...

Mr. Deputy Speaker, Sir, let me declare my interest. I am a maize farmer and I have got very close friends who are maize farmers, including the gentleman that Sen. Murkomen was talking about. In the old days, we had three pillars of farming which were the NCPB, the Kenya Farmers Association (KFA) and the Agricultural Finance Corporation (AFC). A farmer could borrow money from AFC to go and do his farming; he took tools and fertiliser from KFA on promissory notes; delivered maize to cereals boards and the NCPB would calculate and pay KFA, AFC and the farmer. It ...

Mr. Deputy Speaker, Sir, thank you for this opportunity to support this Bill. I would like to start by congratulating my Chairman, Sen. (Eng.) Mahamud. This is a Committee that I belong to and he has been steering this Committee efficiently and pretty well. As a general observation, now that the country is talking about the possibility of relooking at the Constitution, 2010, it will be desirable for the country to look at sharing of revenue on the basis of budget and not audited accounts. This is a budget cycle and what we are giving out to the counties and ...
