  • 21 Jun 2018 in Senate: On a point of order, Mr. Speaker, Sir. In this House, like in any other House, nothing is cast in stone. In the melee of the debate yesterday, you directed the Member to substantiate. Sen. Orengo and I drew the attention of the Chair to the fact that we are going to look at the HANSARD to see and appreciate exactly what the Senator said. Indeed, as the Chair, the proceedings and the rulings of this House and the presiding over proceedings by the Chair is dynamic. Mr. Speaker, Sir, if you read a book by the former Clerk of ... view
  • 21 Jun 2018 in Senate: Mr. Speaker, Sir, I urge the distinguished lady Senator from Isiolo County not to wail louder than the bereaved, but to listen to us. Mr. Speaker, Sir, I urge you to listen to our case and you will find that you will in fact be doing this country and the President a great favour by not engaging in short-fuse conduct but seeing things in the context within which they were made. We are going to convince you that way if you give us the time. view
  • 21 Jun 2018 in Senate: Mr. Speaker, Sir, before I pursue my point, I want to tell the distinguished colleague from Garissa County that sometimes this Chamber is quasi-judicial. When he is in trouble, I will argue for him as well. The point I want to amplify was made by Sen. Mutula Kilonzo Jnr. These are the words that Sen. (Dr.) Kabaka used. The demand to substantiate must be predicated on Standing Order 94(1) that says:- “A senator will be responsible for the accuracy of any facts that the Senator alleges to be true and may be required to substantiate any such facts instantly.” Mr. ... view
  • 20 Jun 2018 in Senate: Mr. Speaker Sir, I wish to make a Statement on an issue of general topical concern under Standing Order (46) (2) (a). Pursuant to Standing Order (46) (2) (a), I rise to issue a Statement on illegal importation of sugar in Kenya. Mr. Speaker, Sir, for the record, on 29th September, 2017 the Cabinet Secretary for the National Treasury issued a Gazette Notice No.9801 citing Executive Order No.1 of 2017 issued by the President and declared that duty shall not be payable on the sugar which will have been loaded into a vessel between 1st September, 2017 and 31st December, ... view
  • 20 Jun 2018 in Senate: Mr. Speaker, Sir, I encourage this House to be more tolerant to debates. The distinguished Senator for Machakos did not make a categorical statement as Sen. Orengo has put it. He said; “I hear and I am asking the President to tell us if he is connected with Mr. Rai.” Those who are purporting to defend the President are doing it the wrong way. The President himself has said he is ready to be subjected to public audit. The distinguished Senators who stood up to challenge Sen. (Dr.) Kabaka are demanding a withdrawal and apology without challenging him to substantiate. ... view
  • 19 Jun 2018 in Senate: Mr. Deputy Speaker, Sir, thank you for giving me a minute to also condole the family of our late brother, colleague and friend, Sen. Ben Oluoch. On my own behalf, my family, the people of Bungoma County and the fraternity of Ford Kenya Party, I wish to send my sincere condolences to the family of Sen. Ben Oluoch. The Senate of the Republic of Kenya records Sen. Ben Oluoch as the fourth colleague to lose while in session, after the late Sen. Mutula Kilonzo, Sen. Boy Juma Boy and the late Sen. Otieno Kajwang. We will definitely and surely miss ... view

  • 13 Jun 2018 in Senate: Mr. Deputy Speaker, Sir, I have vital information that I want to put on record. This is not the first, the second or even the tenth time that Ugandans have arrested fishermen in Lake Victoria. This time round, they went beyond fishermen and arrested the police who were armed. Every time they arrest fishermen, they destroy their fishing gear and disable them from earning a living thereafter. • 6 Jun 2018 in Senate: Mr. Deputy Speaker, Sir, I salute the residents of Kibra who have brought the Petition. Whichever committee you will send this Petition to should probably broaden the approach and try to bring the whole saga of IDPs in this country to an end. • 6 Jun 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I wish to make a Statement on an issue of general topical concern regarding the disappearance of a flight operated by SAX Airlines yesterday. Pursuant to Standing Order No. 46(2)(a), I rise to make a Statement on an issue of general topical concern regarding the disappearance of a flight operated by the East African Safari Air Express, registration number 5Y-CAC. The aircraft departed from Kitale on Tuesday, 5th June, 2018, at 1605 Hrs destined for Nairobi carrying eight passengers and two crew members. Mr. Deputy Speaker, Sir, since information on the missing aircraft trickled ... view
