  • 15 May 2014 in Senate: Very quickly, Mr. Chairman, Sir; one, I support the amendment proposed by Sen. Kagwe on the Schedule. Two, I support the amendment that is proposed to further amend the Schedule by Sen. Orengo for the simple reason that the CRA recommended Kshs279 billion scientifically and authoritatively under the Constitution. Two, Mr. Chairman, Sir, every Senator here who has spoken, including those who are opposing, said they want more money to the counties. That is what Sen. Orengo is proposing. Thirdly, if we really want to help our counties, then we have to send more money there. It is a day ... view
  • 15 May 2014 in Senate: It is terrible shame, Mr. Chairman, Sir. In fact, that is a violation of our Constitution. Nobody in this country can run our affairs by decree. Lastly, Mr. Chairman, Sir, the reason we should raise more money and send it to the counties is because of the wastage you see being engaged in, in recreating, strengthening and sending out provincial administration contrary to the provisions of the Constitution. We need to give more money to our counties. I support the amendment. view
  • 15 May 2014 in Senate: Mr. Chairman, Sir, we do not have the required numbers to vote. We have 22 Senators, including yourself. I order that the bell is rung for another eight minutes, so that we get the remaining two Senators. view
  • 13 May 2014 in Senate: Thank you, Mr. Speaker, Sir. I laud the Committee, chaired ably by the distinguished Senator for Kakamega and vice chaired by the distinguished Senator for Elgeyo Marakwet. I also laud all the Members who spent their weekend working for this Senate. Mr. Speaker, Sir, this morning, a court in Israel sent to jail an immediate former Prime Minister for ten years and a fine equivalent to Kshs25 million for corruption. In the same country, the immediate former President is in jail for rape. Last week, the Prime Minister of Thailand who had been popularly elected was sent home by the ... view
  • 13 May 2014 in Senate: Mr. Speaker, Sir, you will remember the famous saying that “many patients die out of complications arising out of their treatment rather than the diseases they suffer from.” Here is Martin Wambora being a victim of the misadventure of his lawyer who is supposed to have been there to save him rather than even anything else. Mr. Speaker, Sir, I want to urge this House, like the Chairman of the Ethics and Anti-Corruption Commission (EACC), Mr. Mumo Matemu, said the other day in a meeting in Eldoret with Senators - he said: “We do not have any governors who are ... view
  • 13 May 2014 in Senate: Mr. Speaker, Sir, on behalf of the dynamic people of Bungoma, I vote yes on count “a”, yes on Count “b” and yes on Count “c.” view
  • 6 May 2014 in Senate: On a point of order, Mr. Speaker, Sir. Mine is just for the record. On the Order Paper, we have the Bill presented as Bill No.13 of 2014; but it has been presented as a document that indicates that it is Bill No.15 of 2014. Is it one and the same thing? This is just for the record. view
  • 6 May 2014 in Senate: Mr. Speaker, Sir, the Clerk’s Office has circulated a Bill and then we have the Order Paper. view
  • 6 May 2014 in Senate: On a point of order, Mr. Speaker, Sir. Under very ordinary circumstances, the distinguished Senator for Vihiga would be very right but it should not be lost to all of us, including my brother, Sen. Khaniri, that we are where we are because a court ruled that the Motion that went before the County Assembly of Embu and the Motion that came before this Assembly was invalid, null and void. Therefore, there was no Motion to go back to the Standing Order mentioned. So, indeed, where we stand much as the Standing Order quoted is correct under normal circumstances where ... view
