Of course, there will be land acquisition and there could be an improvement on the land, meaning that we need to have building valuers. So, it needs to come out clearly. This Bill talks about valuers. It is not specific. If we are acquiring areas where there are buildings, obviously we need to have building valuers. First, if we have such instruments operating in this country, then it is illegal because there has never been any legislation or regulations governing the commencement of these operations, either by the military, civilian or for fun. That is why that Committee has done a good job to say we cannot support this kind of thing. Privacy must be obeyed by whomever. If my privacy is being violated by legislation, then that is proper. I want to remind ourselves that our Constitution in Articles 43 and 53 talks about the economic and social rights. Then, it specifically dwells on the rights of the child. The Senate has the responsibility of setting parameters on how to do oversight and what is expected of each and every county. If you look around all the counties, there are certain essential services that are missing. Whether our male or female Members like it or not, we have all focused for a long time on the girl-child. The mothers of the boys have failed not the men because the cry for revelation is now coming to an end. As men we are being told to take our positions.   • 25 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I join the rest of the Members to support this beautiful legislation. Like my colleagues have alluded, this Bill comes at the right time, particularly when there are a lot of security threats both from external and internal forces. Kenya requires coordinated security operations in conjunction with the international security operations, particularly in the sea. view
