commitment of the Jubilee Government, despite the fact that our opponents have not realised that there is a Government in power, is to make it easier for citizens to enjoy the benefits of good governance. The Bill before us caters for the disadvantaged, the low income and high income earners and puts them at a level where their businesses are managed even when they have passed on because they are guaranteed that whatever they have left behind will be enjoyed by those they have left without having many legal issues and expenses.

I have been a victim of what the Hon. Member who has spoken has mentioned. I am still going through the same issue. If this Bill was in force, it would have made it easy for me to solve that problem. We have many people in my rural area who are poor and with few properties. When they pass on unscrupulous people in society or even some institutions scramble for their land. When we will have a Public Trustee in place, it means that even the small people in the villages are protected and their transactions can go on smoothly. ...

The national Government focusses on the big five cities which have been mentioned, that is, Nakuru, Eldoret, Kisumu, Mombasa and Nairobi. means that we need to put more emphasis on those urban areas which are developing as district headquarters or sub-county headquarters in our constituencies. These are the focal points going forward. Therefore, we need to have a policy framework which targets these urban centres in our constituencies. Secondly, security is becoming an issue. I was at the police headquarters in search of support because our neighbours are invading our place and I was informed that there are no funds until we approve the budget. So, a lot of Government institutions are not operating because of lack of funds. We have a lot of youth and youth programmes. We came to this House to try and push programmes for the youth. Hon. Temporary Deputy Speaker, there is the issue of the repeat presidential elections and the Budget. We, as a Government, have put this circumstance because somebody somewhere did not address the repercussions of what will happen when the repeat election is called for. Therefore, we have no choice about the taxpayers’ money going into this. Let it be that in future, the organs that are charged with these responsibilities... I see they are part of the beneficiaries of the money that we are approving today. We need to take note that their actions have more monetary effects than anything else.
