When I was growing up in high school and at the university, I was taught about management by walking around (MBWA). Our public institutions are decaying. For how long is this going to happen? I grew up career-wise in the insurance sector. Particularly, I know more about insurance and health requirements. We are talking about safety. Hospitals are supposed to be the safest places, if not the police stations. It was our responsibility that we follow the right procedure of bringing this Bill to this Parliament. One of the challenges that we had is the criteria of involving the public, the so-called public participation.
