  • 10 May 2022 in National Assembly: There is a lot of discrimination, particularly in the Kenya Defence Forces (KDF). In the last recruitment of KDF, they discriminated against women and people living with disabilities. We urge the Government to be at the forefront of ensuring there are equal opportunities for everybody even in the KDF. There is nothing that says that somebody living with disability cannot work in the armed forces. We have very intelligent people in this country who are disabled and their passion is to work in the KDF. So, I urge the Government to take this matter seriously and not to discriminate against ... view
  • 10 May 2022 in National Assembly: The Bill has come at a good time. I hope and believe that its implementation will be fast- tracked. I believe so because I know we are coming back in the 13th Parliament and we will ensure that the Bill is implemented to the letter. view

  • 23 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill specifically because it addresses the delivery of services to our communities through county governments. There are two types of grants. One is from the national Government of Kenya that is specifically with county headquarters. The other one is from development partners’ grant which has been classified into 12 items. The grants, from either the national Government or the development partners, are channelled to various essential services in the counties. • 23 Nov 2021 in National Assembly: There is a lot of focus on agriculture, climate change, health care and capacity building. These are essential activities that need to be done through the grants. However, just like my colleagues have stated, we have a lot of problems in accounting for the grants. One condition that is given from the World Bank or the national Government on the construction of counties headquarters… For many years, a lot of money has been allocated for the construction of infrastructure in county governments’ headquarters, and that defeats logic. Just as we know, we come from constituencies within counties that are sub-counties’ ... view
  • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Thank you, Hon. Chairman, for your kind donation. I support this Sessional Paper No.1 of 2021 on the National Water Policy, on the understanding that Kenya is purely an agricultural country. Everything in our economy revolves around agriculture. Agriculture heavily depends on the availability of water. In Kenya and specifically my constituency, which borders Laikipia, water has been a major source of conflict, yet it is at the same time the main source of our wealth. We do dairy farming and all activities because of the availability of water. This Sessional Paper has highly ... view
  • 22 Sep 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. It is true we need an independent body to be arbitrating between the complainants and the KRA. It is common sense that you cannot be a prosecutor and at the same time, the judge. That has been the norm within KRA. If we get experts from all the fields, all the industries and from all The electronic version of the Official Hansard Report is for information purposesonly. • 22 Sep 2021 in National Assembly: the professions, we should be able to have a very well-balanced tribunal that will be ready and easily accessible by the citizens of this country. I agree the KRA has been operating as a monopoly in terms of tax issues. Whenever there is a problem, you will either be thrown into the police cells or taken to court for things which are not even related to failure to pay taxes. For example, I used to pay taxes through my employer when I was employed. There was a time when the KRA’s system went off and I was forced to go ... view
  • 21 Sep 2021 in National Assembly: Thank you, Hon. Speaker. I rise to support the Petition by Hon. Mule. One of the things that is disturbing all of us is that there is something seriously wrong with the ministries of Energy, Petroleum and Mining and the National Treasury. They have indicated and shown signs of insensitivity because the cost of fuel, electricity and gas is going up and yet, the country is suffering from COVID-19. The country is undergoing many issues of insecurity and yet, the Government is increasing the cost of fuel. I come from a large-scale farming community. Currently, many large-scale farmers have started ... view
