Mr. Deputy Speaker, Sir, the way the Assistant Minister is answering this Question is very sad. He is telling us to go back to our districts. This is a national issue. It has nothing to do with the district. We are talking of people who fought for this country. I am happy to hear that the Assistant Minister has undertaken to bring a Sessional Paper.

I want to know from the Minister which policy is used in the distribution of that money. There are some constituencies that receive up to Kshs20 million. Others, receive almost nothing. We want to know from the Minister why they have allowed dishonest people to handle that money? That is why some constituencies did not receive any money.

Mr. Deputy Speaker, Sir, if you listened carefully to the Assistant Minister, you will realise that he is engaging in a public relations exercise for the KNEC. On one score he says that there is no leakage, but on the other he is saying that the examination papers were leaked just a few hours before they were sat for and so the effect is not there. Mr. Speaker, Sir, I think the Assistant Minister knows that there is a Minister who is in charge of Education in this country. That is where I am directing my request for a Ministerial Statement. Mr. Speaker, Sir, we know cheating in exams kills competition. Could the Minister confirm to this House whether there are students buying examination papers or not? Is it true that there are people taking advantage of the very poor students who cannot buy the examination papers?
