Now that the Minister for Finance is here, I would like to reiterate that we are happy because he has put in some money to salvage the pyrethrum industry. But I wish to tell the Minister that, that money is not enough. That is an industry that has been mismanaged. It is like a business and the Government needs to invest in it.   • 26 Jun 2007 in National Assembly: Mr. Speaker, Sir, administrative boundaries are a thorny issue. The process that the Assistant Minister has given us is too tedious and long. Recently, the Electoral Commission of Kenya (ECK) gazetted some wards. They were following very old boundaries, some of which were very unfair to some people. What policy does the Ministry have at the moment to harmonise administrative boundaries? The process he is giving us is quite long. view

This, may be a local issue, but I am talking about the general harmonisation of administrative boundaries within the country. The procedure that the Assistant Minister is giving is very tedious. It is coming from the location all the way to the DDC. We have complained about that. Before we did that, there were other actions that were taken by the Government.   • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Ministry of Roads and Public Works is doing a lot of work to rehabilitate dilapidated roads. The other day, we saw an incident in Mombasa where a contractor had been awarded a contract and then he ended up doing shoddy work. We know that the Government blacklists contractors who do shoddy works, so that they are not awarded more contracts. The Assistant Minister has said that plans to tarmack Ekero-Ebuyangu Road are underway.   • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we grow potatoes and pyrethrum where I come from. Farmers are suffering because the Minister promised to pay pyrethrum farmers in April. He, however, has not done so. I think he owes them an explanation because farmers know that the Government does not lie. Coming to this Question, what the Minister is saying is not what is on the ground. Potato farmers are still being exploited by middlemen. This Legal Notice has not been followed.   • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thought that the Minister would comment on the pyrethrum farmers. However, he has ignored the issue again. What he says is not the case on the ground. We come from areas where potatoes are grown. We know that the Legal Notice was passed way back in 2005. It is being flouted. Why can he not go down to the ground and the use the chiefs to arrest those people who are flouting that Notice? The District Officers are completely unable to implement this Notice. They do not have the money and vehicles. view
  • 24 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, robbery with violence is prevalent all over the country. But there is one problem that causes this increase in crime. It is because our system of justice is not working. People who are charged with these offences normally intimidate witnesses, so that we have a cycle of people who are arrested today and tomorrow they are out terrorising citizens. What is the Assistant Minister doing to make sure that they give special attention to these robbers, because it is a problem all over the country? view

But if you look at the acreage that he is talking about, it is less than 1,000 acres. I want to know whether they have computed the number of families they intend to settle on that land. On what acreage per family? view
