Mr. Speaker, Sir, my last substantive point is on the implementation process. As the Act stands now, we have a number of committees which are cumbersome and tend to have a parallel mandate. We have looked at that and our view is that the CDF Policy should be set up by Parliament and the Select Committee's role is to oversee the implementation of that policy. Mr. Speaker, Sir, that is why we have talked about the Ministry dealing with matters relating to regional development. The way it is now, it is not proper. So, we made what we thought were fairly rational and considered proposals. I am giving the Report as it is now, but we are more than willing to talk about the issue and reach a reasonable conclusion. I also wish to take this opportunity to recognise the good work done by hon. Members. Unlike what may be reported here and there, I am happy to note, on behalf of Select Committee, that Members of Parliament appear to have taken the CDF challenge much more seriously than the way we thought. Let me also mention that contrary to reports that there has been misuse of money, we have had only one constituency, namely, Fafi, out of the 210 constituencies, where money has actually been lost. (a) Is the Minister aware that a road reserve between parcel Nos.1712 and 1713 in Ol Jororok Salient, which leads to Kibathi Primary School, among other places, had been closed by an individual for many years? (b) Is he further aware that a consultative meeting attended by wananchi, leaders and Government officials was held at the site on Friday, 28th March, 2006, following which the road was opened and graded by the Government? Mr. Deputy Speaker, Sir, this is a very sad day for the people of Ol'Kalou. On 28th March, 2006, we had a meeting which was attended by the District Officer (DO), the District Surveyor, the District Education Officer (DEO), the chief, myself and over 1,000 people, but the Assistant Minister says that he is not aware of all that. Nonetheless, he has said that he has instructed his officers on the ground to investigate the matter. Could he tell the House what the investigations have revealed? As recent as yesterday, the road was still closed.

Mr. Deputy Speaker, Sir, the Assistant Minister has confirmed that the road is there and he is going to take action. The same surveyor who showed us the beacons must be the one who showed him the same. Could the Assistant Minister be specific on what the Government will do to open that road? The road is closed as we are speaking today!
