Mr. Temporary Deputy Speaker, Sir, it is a shame that Ministries can return Kshs25.8 billion meant for development. Be it as it may, my substantive question is: What happened to the money at the end of the financial year? The Assistant Minister said that the money was returned to the Exchequer. Since the money had already been voted for, where did it go? It was not reflected in the Budgets of the subsequent financial years. Where is it?

Thank you, Mr. Temporary Deputy Speaker, Sir. Could the Assistant Minister table the list of Ministries that did not spend their money? I also want to say, as my colleague has said that CDF has been utilising all its money and wananchi are waiting for an increase, could the Assistant Minister consider putting the returned money into a fund like the CDF so that it can be utilised for development?

On a point of order, Mr. Temporary Deputy Speaker, Sir. The hon. July 20, 2006 PARLIAMENTARY DEBATES 2257 Assistant Minister is evading the question. Since the money is from taxes, the Government must have collected it. So, I am suggesting that it should be put somewhere where it can be utilised.

asked the Minister for Roads and Public Works:- (a) how much money was collected as Road Maintenance Fuel Levy in the year 2004/2005 and how much was disbursed to every constituency; (b) what the estimated amount for the current financial year is and how much is estimated to be allocated to every constituency; and, (c) how much has been disbursed to each constituency so far this year.

Mr. Deputy Speaker, Sir, the law requires that 16 per cent of the Road Maintenance Fuel Levy should be shared equally among the constituencies. If you divide 16 per cent of Kshs9.3 billion by the number of constituencies, each constituency should receive Kshs7.05 million. The Ministry has disbursed only Kshs6.5 million to each constituency and yet the financial year has already come to an end. Where is the balance of Kshs500,000 for each constituency?

Mr. Deputy Speaker, Sir, could the Assistant Minister tell the House why we expect to collect less money this year when we know that fuel consumption is expected to be much more this year compared to last year? Could he also confirm when the money allocated to the constituencies will be disbursed? The current financial year ends this week.

Much obliged, Mr. Deputy Speaker, Sir. However, perhaps, some direction is needed because I went through the Standing Orders and I found out that this kind of petition does not seem to fit in any of the instances captured therein. I stand guided and I will go through the office of the Clerk. It is only that I did not see this kind of situation in the Standing Orders and so I thought that if I raised this matter on the Floor of the House, perhaps, it would be taken seriously the way it should be.

Mr. Speaker, Sir, before that interruption, I was saying that some parts of the country have been forgotten by the Government. Generally, there may be reasons why pastoral communities lag behind. Sometimes, it might be because of tribal clashes. It appears that a lot of money is being used for water instead of where it is critically needed in those areas.
