Mr. Deputy Speaker, Sir, I think the Minister agrees that it is really very 1258 PARLIAMENTARY DEBATES May 10, 2007 unfair to tax and backdate taxes for councillors which were not there before. Since the decision to stop taxing councillors will not be made outside this House, could the Minister remove this particular provision when he is bringing his budgetary proposals? I think this is very unfair because even the allowances of hon. Members are not taxed. Mr. Deputy Speaker, Sir, I beg to ask the Minister for Finance the following Question by Private Notice. (a) Is the Minister aware that councillors in various local authorities are being charged new taxes on their allowances? (b) Under what law are these new taxes being imposed on the allowances? (c) Could the Minister refund the amounts deducted until an appropriate law is in place? I do not have an answer to this Question.

Mr. Deputy Speaker, Sir, many of us are learning now that Kenya Charity Sweepstake is, in fact, a private organisation. Ordinarily, when we recommend schools and other beneficiaries of charity sweepstake funds, it is done through the District Commissioners (DCs). Perhaps, it would help to know who are the owners of those private companies and who the directors are, so that we can find the route that leads to Government offices.

asked the Minister for Immigration and Registration of persons:- (a) whether he is aware that messrs: Andrew Kihumba Waititu, waiting slip No.D715935 dated July, 2004; Johnston Nduati Mwangi, waiting slip No.A560193 dated December, 2000; Jeremiah Gitau Gitu waiting slip No.2081106885 dated February, 1997 and Milka Nduta Nduati, waiting slip No.2137629864 dated December, 2000, all of whom are from Ol'Kalou Constituency have not received their National Identity Cards despite having applied for them several years ago; and, (b) when they will be issued with the cards.

The Assistant Minister says these cards have been lying at the Ol'Kalou District Registrar's office. These applications for identity cards date back to 1997 and 2000. When were these cards sent to the District Registrar's Office in Ol'Kalou?

Mr. Speaker, Sir, the Assistant Minister is handling this matter casually. If these ID cards have been lying at the Ol'Kalou Registrar's Office since 1997, could he table in this House the rest of ID cards which have been lying in various registration centres?
