to ask the Minister for Lands the following Question by Private Notice. (a) Is the Minister aware that an elderly lady who was residing on Plot No. Nyandarua/Oljororok Salient/2114 was evicted on Thursday, 14th June, 2007 and is now living as a destitute? (b) Could the Minister confirm the true ownership of the plot as the life of this elderly lady is in danger?

Mr. Temporary Deputy Speaker, Sir, several funds have been established in this nation. The Bursary Fund took about three months to establish. Even a big fund like the Constituencies Development Fund (CDF) took, maybe, four months and the Youth Enterprise Development Fund took exactly two months to establish. Could the Assistant Minister give convincing reasons why the Fund for persons with disabilities has taken that long, that is, from 2004 to 2007 to establish?

On a point of order, Mr. Temporary Deputy Speaker, Sir. Could the Assistant Minister kindly respond to the question I asked him? If you are requiring a consultant where persons with disabilities are involved, is it in order for the Assistant Minister to give the impression that he requires four years to get a consultant whereas we did not require a consultant for these other funds?

asked the Minister for Agriculture:- (a) whether he is aware that Legal Notice No.44 of May, 2005, requires wholesale potatoes to be packed in 110-kilogramme bags; (b) whether he is further aware that the rule is being flouted with abandon to the detriment of farmers; and, (c) what he is doing to ensure that the Legal Notice is strictly complied with.

Mr. Deputy Speaker, Sir, I beg to ask the Minister for Finance the following Question by Private Notice. (a) Is the Minister aware that councillors in various local authorities are being charged new taxes on their allowances? (b) Under what law are these new taxes being imposed on the allowances? (c) Could the Minister refund the amounts deducted until an appropriate law is in place?

Mr. Deputy Speaker, Sir, the taxes being deducted from councillors' allowances were not there before October, 2005. What made the matter even worse is that when the taxes were introduced, the charges were back-dated to the year 2003, when councillors joined their various local authorities. Could the Minister, therefore, tell the House what are those existing tax regulations, which were not there before last year and, maybe, bring them to the House, so that we can change them and save our dear councillors?
