I will not even taken one minute, Mr. Deputy Speaker, Sir. I just wish to give a piece of information that, that Bill does not have a single clause which safeguards what the media was fighting for. However, Clause 35(4) is now out.

Mr. Temporary Deputy Speaker, Sir, the current system of awarding bursaries to secondary schools comes with a clause that only bright children will be given bursaries, which I think is fair. Mr. Speaker, Sir, I also wish to note that very many health facilities have come up, courtesy of the initiative of the Constituencies Development Fund (CDF). However, we have had problems in the last one to two years because most of these facilities are not operational. I would wish to appreciate the efforts of the Ministry of Health, particularly the Director of Medical Services (DMS), who deals with the CDF select committee in Parliament.
