On a point of order, Mr. Speaker, Sir. Whereas it is obvious to appreciate the point by Sen. Billow Kerrow, I am of the strong view that the Constitution requires Bills coming from whatever source, in this case principally from the Government to the Executive, to pass through a caucus of both Speakers. This is what is not happening. A decision should be made as to what Bills must specifically come to the Senate, which ones must go to the National Assembly and which ones must go to both Houses. Thank you, Mr. Speaker, Sir. I would like to start by congratulating our Speaker for the very well organized Kamukunji this morning, which focused on the issues at hand. Let us keep up the spirit. On a point of information, Mr. Temporary Speaker, Sir. I wish to inform the Senator for Kiambu that, in fact, in the case of Nyandarua, a serious attempt was made to include the aspect of the development of offices in Ol Kalau. However, the true position is that the Committee on Revenue Allocation (CRA) had already come up with a proposed formula on allocation of funds. The same goes for the National Assembly which was sitting on behalf of the Senate because there was no Senate at that time. So, the amount that was going out is what was being ...

Mr. Temporary Deputy Chairman, Sir, I stand to support the amendment proposed by hon. Dr. Oburu in his capacity as the Chairman of the Departmental Committee on Finance, Planning and Trade. I would also like to explain to the House that this is as a result of negotiations and discussions between the same Committee and the Select Committee of the House in charge of CDF. We have agreed on these amendments wherever they are and we do appeal to the House to support them.

Mr. Temporary Deputy Chairman, Sir, I think the concerns raised by hon. Muturi are quite valid, because this is the Clause which deals with what we should do with the situation at the end of the financial year; when there are some funds to be re-allocated.

Mr. Temporary Deputy Chairman, Sir, I think I am quite in agreement with you. The problem is that, as a House, we shall be left with the word "Authority" in Subsection (d), which might create a problem. So, I am appealing that hon. Oparanya will reinstate the amendment but then amend Clause 9(b) to delete the word "Authority" and substitute therefor the word "Board."
