  • 16 Jul 2015 in Senate: Mr. Temporary speaker, Sir, with the new Constitution, we came up with the national Government and counties. Those who crafted the Constitution looked very cleverly at a good way of designating counties and that is the former districts the way they were before the escalation of sub-division of districts to be mini districts. I think that was 1991 when we only had 47 districts which were then named counties. The gist of facilitation of premises where they would operate from, either the headquarters or other facilities like the works offices, was that they would take over those offices which were ... view
  • 12 May 2015 in Senate: Mr. Speaker, Sir, I want to confirm because I did not hear the last words of the Chair as to whether or not he committed to bring the Statement on Thursday. I will be happy to wait for Thursday. view
  • 30 Apr 2015 in Senate: Mr. Deputy Speaker, Sir, I would like to seek a statement from the Vice Chairman of the Joint Committee on Cohesion and Equal Opportunity regarding the criteria for appointment and the regional distribution of the recent appointment to parastatals. In the statement, the Vice Chairman should state; (a) the number of persons appointed from each of the 47 counties; (b) the criteria followed in arriving at the regional distribution; (c) names of all appointees per organization giving the county and the gender of each. view

  • 7 Aug 2014 in Senate: Thank you, Mr. Speaker, Sir, for that communication and also to bring two aspects on this County Development Board which have not been much talked about. We are all on a five year mandate including the Governors. Some of the very good programmes that the Governors may have, we wish them well, but not all of them are going to find their way back to their seats, and each one of them would wish to see the programmes that they started still progressing even when a new Governor takes office. Unless there is a body of leadership in that county ... view
  • 17 Jun 2014 in Senate: Mr. Speaker, Sir, the situation we have is that students are due to graduate on 27th June, 2014. After that, they will have undergone their five-year course and will be permanently ineligible for registration as engineers. Therefore, it is only fair that the answer comes here before then. Since this is not a difficult matter, could we request that the Chairman of the Committee on Education comes back with an answer within, latest, one week? view
  • 11 Jun 2014 in Senate: Mr. Speaker, Sir, I want to request for your indulgence because I do not want to request the Statement now. This is because the way it is worded is slightly different and I need to understand it so that I can present it on Tuesday. view
  • 15 May 2014 in Senate: Very well guided, Mr. Chairman. view
