  • 17 Nov 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. Today, it may turn out to be an important day because a number of fundamental issues have been raised. Sen. Orengo started by questioning whether the President should bring an amendment instead of a reservation. That is already a fundamental issue. I and other Members were of the view that the President’s reservations could be in the form of suggestions or in the form of an amendment. That being the case, in order for Parliament to reject the President’s suggestions or amendments or whatever it is, we need two-thirds, which we did not raise. ... view
  • 30 Sep 2015 in Senate: On a point of Order Mr. Deputy Speaker, Sir. The Senator, on behalf of the Chairperson, is giving us the Statement and she has chosen to pick some of the items and not others. I think we want to hear the others because we also have queries. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 29 Sep 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I take this opportunity to join the Chair and the House to welcome the delegation from Nyandarua County and tell them to feel most welcome. I hope that they will gain a lot from the study that they are undertaking here. The Senate has already passed The Potato Produce and Marketing Bill, 2014. It is now in the National Assembly. We will lobby them so that they also take the cue from the Senate and pass it. That way, Nyandarua County and other counties which produce potatoes will move on to the next stage ... view
  • 15 Sep 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me an opportunity to move this Bill. I rise to move that The County Industrial Development Bill (Senate Bill No.7 of 2014) be read a Second time. I wish now to give an overview of the Bill. It would suffice if I draw the attention of the House to Clause No.3 of the Bill. It gives the objectives of this Bill. In my view, it summarizes what this Bill is all about. (a) Promote and facilitate industrial development in the counties. (b) To establish viable industries in the counties that add value ... view
  • 30 Jul 2015 in Senate: Thank you, Madam Temporary Speaker. I will start by wishing my fellow Senators a good recess. I only have one substantive point to make. We are going on recess at a time when the Auditor-General has just released reports for the county governments and Ministries. It is a very sad day that we are now saying that so- and-so is ours, we know him and he should be left alone. At the moment, some MCAs are demanding that governors should be left alone because they are good people. But if they are being investigated by the Ethics Anti- Corruption Commission ... view
