  • 5 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, we do not know who is telling the truth. The money was raised in a Harambee and the hon. Member is aware of the amount. The amount that was deposited was Kshs152,400. If it is true that it was Mr. Biwott who conducted the Harambee, I am sure that amount could only have been his contribution. Could the Assistant Minister confirm how much money was raised for all those youth programmes, before the Kshs152,400 was withdrawn? That could have been the last withdrawal! view

That is a technical term used to syphon money from a contract. When a contract has been given and a design given in advance, why should we spend more money in redesigning a project which has already been designed approved and tendered for? view

When the Government decides that a health centre is upgraded to a district or sub-district hospital, there are facilities that make it qualify for that. How did the Ministry consider Londiani Sub-District Hospital? In Koibatek District, we also have a district hospital which has no mortuary and yet, the Ministry upgraded it. Why do you create a district hospital and then not give it facilities? view
