Mr. Deputy Speaker, Sir, the injured members of the public were innocent Kenyans who were in their homes. When the police could not be able to combat what was happening on the road which was unlawful, even if it is not within the books of the police--- The public had a reason to block the road because of a complaint which the Government decided not to act upon. Could the Assistant Minister tell us why the police went to the homes of the injured victims since they were innocent? They were not even part of the riot.

Mr. Deputy Speaker, Sir, this is a clear admission on the inability of the Government to respond to public outcry. Six months before the people rioted on that road, we went on a demonstration with the District Commissioner, protesting against illicit brew. If the District Commissioner can also demonstrate with us against illicit brew, this means that this Government is July 18, 2007 PARLIAMENTARY DEBATES 2607 not responsive to anything. Mr. Temporary Deputy Speaker, Sir, I wanted to challenge the hon. Member, because Standing Order No.1 gives that discretion to the Chair. But it appears as though he wanted to take over that privilege. Again, it is the wish of the media to decide what to cover or what not to cover.

On a point of order, Mr. Temporary Deputy Speaker, Sir. The former Managing Director of the Consolidated Bank of Kenya, Mr. Kipng'etich Bett, is not even 50 years old. He was retired because of his tribal origin and not on any other grounds. Is the Assistant Minister in order to mislead this House?

Mr. Deputy Speaker, Sir, as I do sympathise with the people of Funyula, where His Excellency the Vice-President comes from, and from the situation which the Assistant Minister is explaining, it seems that there are so many criminals and lack of policemen there. Could the Assistant Minister consider asking the area Member of Parliament to surrender some of his askaris to take care of the people of Funyula?

Mr. Speaker, Sir, I think confusion has always been there, because projects funded by the Local Authorities Transfer Fund (LATF) have always been clouded by a lot of secrecy and corruption. Could the Assistant Minister take an initiative and post all the LATF projects in every constituency on a website, just like the Constituencies Development Fund (CDF) projects, so that we do not ask Questions in this House, which relate to the projects undertaken in our constituencies?

Mr. Speaker, Sir, way back, members of the public paid a lot of deposits to KPLC in the earlier programme which is not even-- If you look at it, it is just like Umeme Pamoja because 20 or 30 people come together and pay money to KPLC. They have not converted the same for the purpose of assisting those people to get power. Could the Assistant Minister see to it that the money which had been paid--- We have not charged you interest. We just gave you free money for all those years. Give us the power!
