Mr. Temporary Deputy Chairman, Sir, first of all, since he is introducing the word âExecutiveâ, and he was supposed to introduce it in Clause 2, which we have already gone over without his amendment then, it is superfluous to try and introduce that, again, in Clause 7.

Mr. Temporary Deputy Chairman, Sir, I think I will need to understand a little more, because we are dealing with two governments â the national Government and the county government. So, this body will serve both governments. Therefore, I do not know how we can make one level of Parliament the sole decision maker on; it will serve two governments. It will serve the National Government and the county government.

Mr. Temporary Deputy Chairman, Sir, yes but maybe he will elaborate a little more on that. Just to pick up on the issue you are putting across, I thought that a decision could be made by this Summit that could also affect the National Assembly, just as much as it would affect the Senate. So, I would say that as it is crafted now, both chambers of Parliament are seized with it as it should be, because it is an inter- governmental relation.

Mr. Temporary Deputy Chairman, Sir, I think it is a useful addition because we do not want those governors coming in via a situation where there is no preparatory issues. So, I think it is a useful addition to this and I would like to propose that we add that.
