Mr. Speaker, Sir, I beg to second the Motion moved by the Minister for Finance on the Vote on Account. This is a Procedural Motion in the sense that it has been a tradition of this House that whenever the Budget has been presented, the Minister for Finance then seeks the authority of the House, so that Parliament can authorise the release of 50 per cent of the monies required from what is reflected in the Annual Printed Estimates to allow for the functioning of the Government. I say that because I have received representation from several Members of Parliament and also from political parties challenging nominations or proposed suggestions of names in many different local authorities. Indeed, Mr. Speaker, Sir, that is a very pertinent issue and clearly, the Ministry will have to look into this and take responsibility for having committed the councils into an expenditure that they should not have incurred in the first place. So, I acknowledge that there was that big error. I want to state here that it is important that--- In my admission, I am stating that, perhaps, my predecessor may have, in his own wisdom committed those errors. The position I have taken is that we do what is correct and we correct the mistakes that were committed.

Mr. Deputy Speaker, Sir, I beg to second the Bill. I would focus may be just on two issues because the provisions of this Bill would have to be scrutinised quite effectively. I am happy that the Minister has, indeed, stated that before the Bill is brought back for the Third Reading, the relevant Committee, which would have been constituted, would have an opportunity to thoroughly examine the provisions of this Bill.
