I wish to thank you and this august House for giving me this opportunity to present both the Recurrent and Development Votes for the Ministry. • 14 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I now beg to move that Parliament approves a sum of Kshs12,587,804,590 to be issued from the Consolidated Fund as the sum necessary to meet the expenditure during the year ending 30th June, 2009, in respect of the Office of the Deputy Prime Minister and Ministry of Local Government. Madam Temporary Deputy Speaker, with those remarks, I beg to move. view
  • 25 Jun 2008 in National Assembly: Mr. Speaker, Sir, I beg to second the Motion moved by the Minister for Finance on the Vote on Account. This is a Procedural Motion in the sense that it has been a tradition of this House that whenever the Budget has been presented, the Minister for Finance then seeks the authority of the House, so that Parliament can authorise the release of 50 per cent of the monies required from what is reflected in the Annual Printed Estimates to allow for the functioning of the Government. Mr. Speaker, Sir, I just wish to reiterate that what is sought here ... view
  • 24 Jun 2008 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) Yes, I am aware that Mr. Peter Derick Ejore Emathe was erroneously included in the Special Issue of the Kenya Gazette Notice No.1276 of 22nd February, 2008, as a nominated councillor for the Lodwar Municipal Council. (b) The Ministry is in the process of reconciling the list received from the ECK and will gazette the correct names as we cross-check with the various political parties. (c) The Ministry is in the process of reviewing the Local Government Act, CAP.265, and one of the areas to be addressed is the criteria that will ... view
  • 24 Jun 2008 in National Assembly: Mr. Speaker, Sir, I am not buying time. I want to assure the House that I should be able to conclude the correction in exactly two weeks. Now, why do I say that? I say that because I have received representation from several Members of Parliament and also from political parties challenging nominations or proposed suggestions of names in many different local authorities. We have also been cross-checking with what the ECK submitted. Indeed, in some areas 1320 PARLIAMENTARY DEBATES June 24, 2008 the parties are also replacing some of the names. So, we wanted to be able to do ... view
  • 24 Jun 2008 in National Assembly: Indeed, Mr. Speaker, Sir, that is a very pertinent issue and clearly, the Ministry will have to look into this and take responsibility for having committed the councils into an expenditure that they should not have incurred in the first place. So, I acknowledge that there was that big error. I want to state here that it is important that--- In my admission, I am stating that, perhaps, my predecessor may have, in his own wisdom committed those errors. The position I have taken is that we do what is correct and we correct the mistakes that were committed. view
  • 24 Jun 2008 in National Assembly: Mr. Speaker, Sir, we will also be making corrections in that area. view
  • 24 Jun 2008 in National Assembly: Mr. Speaker, Sir, I just want to acknowledge his advice. view
  • 15 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to second the Bill. I would focus may be just on two issues because the provisions of this Bill would have to be scrutinised quite effectively. I am happy that the Minister has, indeed, stated that before the Bill is brought back for the Third Reading, the relevant Committee, which would have been constituted, would have an opportunity to thoroughly examine the provisions of this Bill. First, let me just say that this Bill is extremely timely because we know very well that matters that relate to finance are extremely sensitive. They can also ... view
  • 18 Mar 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I stand to support the Bill and to really say that I think the legalities of it have been very well articulated by both hon. Karua and hon. Orengo. The spirit of it, I think, is what we should really emphasize at this point in time. Mr. Speaker, Sir, I want to agree with the previous speakers, especially, hon. Karua on one 188 PARLIAMENTARY DEBATES March 18, 2008 issue; that, indeed, on the occasion of the signing of this Accord between hon. Raila Odinga and President Mwai Kibaki, there was spontaneous jubilation and relief in ... view
