On a point of order, Mr. Temporary Speaker, Sir. I have heard Sen. (Dr.) Khalwale say severally that the Jubilee Coalition Government has failed and should, therefore, allow somebody to take over the governance of the Republic of Kenya. Would I be in order to suggest that an alternative Government that solves all problems via whips and kicks for their leadership cannot possibly be able to take over our Government?

Mr. Speaker, Sir, I am aware that the matter came to the Committee on Finance, Commerce and Budget. In fact, the Committee has arranged for the Governor of the CBK to come to the Committee sitting as well as the Cabinet Secretary responsible for Finance at the National Treasury. However, he was away as well as his Principal Secretary. It is a matter that we have taken very seriously in the Committee. Therefore, when the Chairperson comes, we will give a comprehensive answer. Mr. Speaker, Sir, it is because of the gravity of this situation and the matter at hand that we propose that is not just a question of calling Cabinet Secretary Rotich or his Principal Secretary. This is a matter that needs to be discussed at length. In fact, in addition to the Treasury and the CBK, we were also going to engage the Kenya Bankers Association (KBA) so that they can also explain to us exactly what is happening. A gazette notice was also given on 5th December, 2013 to the same effect. I am not saying that I approve, for any reason, the abuse of people in that region, but I think we should first clarify that there was, indeed, an approval by the National Assembly.
