Hon. Temporary Deputy Speaker, I beg to move that the Supplementary Appropriation (No.2) Bill (National Assembly Bill No.23 of 2016) be now read a Second Time. In June, 2015, Parliament, through the Appropriations Act, approved Kshs1.94703 trillion for the national Government expenditure for the 2015/2016 Financial Year. Out of the total funds allocated, Kshs784.2 billion was for Recurrent Expenditure while Kshs721.29 billion was for Development Expenditure. The Kshs441.54 billion was for the Consolidated Fund Services (CFS). In April, 2016, Parliament, through the first parliamentary Appropriations Act, approved an additional Kshs50.13 billion out of which Recurrent allocation increased by Kshs21.9 billion. ...

Exchequer releases. My Committee further notes that in as much as the Constitution allows for a Supplementary Budget, it should only occur if there are unforeseen circumstances. It is, indeed, disappointing to note that some of the expenditure requests in this Supplementary Estimates do not qualify as emergency by nature. In addition, major adjustments within the course of the financial year are an indication of a fairly unrealistic and weak Budget preparation and review process. We think that this is unfortunate. Let me now come to recommendations at policy level and also financial recommendations. With regard to policy recommendations, National Treasury should have one supplementary budget which should be submitted at least two months before the end of the Financial Year, a point said too many times. This Supplementary Budget has been submitted with less than two weeks to the end of the Financial Year. In fact, we are being generous.
