• 27 May 2015 in National Assembly: Hon. Speaker, having met the President in the morning, we had a Budget and Appropriations Committee meeting eight hours later. I reported to the Committee about the meeting. That is my background. I come from a background that is very strong on certain values of transparency and accountability. It is part of the Constitution we adopted. This is not an easy Constitution to implement. • 27 May 2015 in National Assembly: If you are open to the suggestion that the Budget and Appropriations Committee meets with the chairpersons of the committees and some Members of those committees, together with Cabinet Secretaries and Principal Secretaries, as the case may be, then that to me would be a priority. Once those consultations – I prefer your word over mine – are held, then I will table a document. • 27 May 2015 in National Assembly: My fear, and that is what a lot of colleagues here may not appreciate, is that we can sit here, make amendments which can burst the ceilings. So, we need the Treasury with us as we consult so that we do not burst the ceilings and begin to create macro-economic problems for this country going forward. • 27 May 2015 in National Assembly: I am very glad that we have finally drawn a conclusion to this debate. My only concern is that I am not sure that the ingredients are in place as to who meets who. We need to hear your guidance, Hon. Speaker. We know that we will be here on Wednesday as the National Assembly, but between now and Wednesday, who meets who so that we are clear. • 27 May 2015 in National Assembly: Then I was asked to make sure that, that report was tabled here by 5.00 p.m. yesterday. That was on Tuesday. I was running up and down, getting documents signed and getting permission from the Deputy Speaker to first of all call a meeting of the Budget and Appropriations Committee, so that it could adopt the report which we did at about 3.30 p.m. Then we were to go through the report with the Committee and after the Committee had finished view
