Where there were clauses suggesting that the Cabinet Secretary would draw regulations, our practice has been that there is a timeline for those regulations and they will not come into effect until they are approved by Parliament, which includes the Senate. For clarity, could the Chairperson confirm that Clause 35 includes a deadline and approval of the Parliament before they are published? view

Hassan for this monumental Bill that seeks to implement and enforce Article 43 of the Constitution. Unfortunately, for us, there is something called precedence which is where you disagree or form a new precedence on a matter that has never been decided before. The Chairperson of the Committee of the Whole made a mistake. The Senate Majority Whip does not carry our brains and, therefore, does not have the discretion to think or assume on our behalf. They should have consulted us. Criminal libel has been declared unconstitutional in this Republic. My concern – even when the Chair is asking the question – is the inviolability of this House. I thought that it would be much better if you as the leader of this institution would issue a direction because the CS only singled out two people he would not arrest; his boss and his deputy.
