  • 26 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, the policy and the Bill have already undergone that stage of meeting all the stakeholders, including the public. But the problem which is there is that people are arguing over certain things. I cannot give you the details now because there is already a committee which is working on whether we should move on, because we have actually covered people who are not working. The NSSF covers those people who are employed; so, we wanted to separate the two, so that we can bring it here as soon as possible, and be able to implement that ... view

  • 26 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, let me state it for the Member for Lari. view
  • 26 Oct 2011 in National Assembly: First of all, we are not giving them an allowance of Kshs2,000, but Kshs1,500. However, we have plans to scale it up to Kshs2,000 once we get funds from Treasury. Last financial year, we were allocated Kshs400 million. I hope in the next financial year, we will be allocated more because we are scaling up what we used to give them. view
  • 26 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, whereas I do appreciate that we have a very robust Bill of Rights in our new Constitution, not everything can be done overnight. I understand the frustrations expressed by the hon. Member. view

However, there are many others who would like to be covered under this programme in his constituency. I would like to say that once we scale it up, most of that money will be given to elderly persons in Upper Eastern and northern Kenya. Those are the areas with the highest poverty indices and have been marginalised for a long time. So, I do not want to give my colleagues high hopes that every elderly person in their ... view
  • 8 Sep 2011 in National Assembly: Madam Temporary Deputy Speaker, I stand up to second this Motion of Adjournment. As my colleague has already said, the Tenth Parliament has done a lot of work towards the implementation of the new Constitution and it is time we go back to our constituencies to be able to work with our constituents. As Parliament goes for recess for this few weeks, it should be noted that parliamentarians have done an extremely excellent job. I think it is time we take a break because any human being cannot be pushed so hard. As we are going home to talk about ... view
  • 8 Sep 2011 in National Assembly: Madam Temporary Deputy Speaker, it is the wearer of the shoe who knows where the shoe pinches. Most people think parliamentarians earn a salary without working so hard but they have been proved wrong. So much work has been put in. The Cabinet was even meeting over weekends. Members of Parliament were meeting over weekends in the Committees to make sure that they are able to do all the work and bring their reports to the Floor of the House. view
  • 8 Sep 2011 in National Assembly: With those few remarks, I beg to second. view
