  • 8 Sep 2011 in National Assembly: Madam Temporary Deputy Speaker, I stand up to second this Motion of Adjournment. As my colleague has already said, the Tenth Parliament has done a lot of work towards the implementation of the new Constitution and it is time we go back to our constituencies to be able to work with our constituents. As Parliament goes for recess for this few weeks, it should be noted that parliamentarians have done an extremely excellent job. I think it is time we take a break because any human being cannot be pushed so hard. As we are going home to talk about ... view
  • 8 Sep 2011 in National Assembly: Madam Temporary Deputy Speaker, it is the wearer of the shoe who knows where the shoe pinches. Most people think parliamentarians earn a salary without working so hard but they have been proved wrong. So much work has been put in. The Cabinet was even meeting over weekends. Members of Parliament were meeting over weekends in the Committees to make sure that they are able to do all the work and bring their reports to the Floor of the House. view
  • 8 Sep 2011 in National Assembly: With those few remarks, I beg to second. view
  • 7 Sep 2011 in National Assembly: Madam Temporary Deputy Chairlady, Clause 2C---- view
  • 7 Sep 2011 in National Assembly: Madam Temporary Deputy Chairlady, on new clause 2C it is just the language to make it neat. Apart from that, I would like to move a further amendment to the amendment. I will be proposing an amendment to replace the words, “to facilitate donor funding” with the words, “to facilitate resource mobilization”. I will move that amendment on the amendment at the appropriate time. view
  • 7 Sep 2011 in National Assembly: Madam Temporary Deputy Chairlady, I wish to move a further amendment on 2C (f) where we are talking about facilitation of donor funding for the programmes and activities aimed at eradicating FGM. On the functions of the Board I would wish to suggest that we replace “facilitate donor funding” with “facilitate resource mobilization”. I beg to move. view
  • 7 Sep 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first of all, I want to congratulate my colleagues, especially the male Members of Parliament for having taken the mantle and decided that the beautiful women of Kenya will not undergo this rite. This goes beyond even Kenya because most people were waiting for this Bill to go through in our country so that they can borrow a leaf from it. We have given copies of the draft to several other countries. The last time we were at the United Nations (UN) we had a presentation and we were being laughed at because they do ... view
  • 7 Sep 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to congratulate the Tenth Parliament for preserving the beauty of the woman because God took time to create a woman. People got Independence in this country in 1963, but the women from the communities which have been practising FGM are actually getting their independence now. This is because that way they can enjoy their full lives and everything. Mr. Temporary Deputy Speaker, Sir, I just want to point out that the Member for Dujis was very passionate about the issue of people who are going to lose employment. From the Ministry of Gender, ... view
  • 17 Aug 2011 in National Assembly: Mr. Chairman, Sir, I beg to move:- THAT, clause 2 of the Bill be amended by inserting the following definitions in proper alphabetical sequence- “marginalized group” means a group of people who, because of laws or practices before, on, or after the effective date, were or are disadvantaged by discrimination on one or more of the grounds in Article 27(4) of the Constitution; “person with disability” means any person with any physical, sensory, mental, psychological or other impairment, condition or illness that has, or is perceived by significant sectors of the community to have, a substantial or long-term effect on ... view
