Ninaunga mkono Mwenyekiti wa Kamati ya Ardhi ya kwamba Kipenglele cha 6 kiondolewe kwenye Ripoti hii kwa sababu Tume ya Maadili na Kupambana na Ufisadi ijapokuwa kwa upande wao walijaribu kupigana na suala hili, hawakuwa na nguvu ya kusimamisha pesa sizipeanwe katika njia ile iliyotumika. Vile vile, sababu yangu nyingine ni kuwa suala hili la Tume ya Maadili na Kupambana dhidhi ya Ufisadi hapa nchini tumeibaidilisha mara nyingi kwa sababu hatujafurahia kazi ambayo imekuwa ikiendelea. Swala la ugavi wa pesa kwa sababu ya maswala ya ugatuzi linaguza Wakenya wote kwa sababu maana ya ugatuzi ni kupeleka maendeleo mashinani. Kazi inafanyika lakini kuna zile kaunti ambazo zimeweza kutumia hizo hera kisawasawa. Kuna zile ambazo zimeamua kufuja pesa. Isitoshe, pesa zile zinazochukuliwa kutoka kwa ushuru wa wafanyi biashara pamoja na zile zinatakikana kutumika kuwasaidia wananchi pale mashinani, zinachukuliwa na kufujwa vibaya sana. Concerning the Ethics and Anti-Corruption Commission (EACC) in this country, most of the times, even when they have really wanted to do some work, they have had hiccups because of the meagre funds that they have been given in budgetary allocations. However, when they are given funds, they should be able to work very hard because corruption has become an issue in this country. We would like to see the funds being utilised properly. Temporary Deputy Chairman, considering the work the DPP is doing and also the teething problems that they encountered, it is clear that they were not given enough funds previously to employ enough prosecutors. I believe that whatever they have been given now… We have seen that they have started working very seriously. However, they will need to employ more people. We are beginning to see cases which are watertight. Kenyans are now taking their responsibilities seriously because the DPP is working hard. view

It is the mandate of Parliament to make sure that the Budget of this country is realised once the Executive has made its suggestions, on how they want the outlook of that Budget to be. I want to commend the Budget and Appropriations Committee for putting in extra hours and working very hard to make sure that, despite the constraints, they have tried to redistribute what we thought was necessary and more so, in areas where they went for public hearings.
