It would be interesting if the Joint Chief Whip could tell us what is in this document. What is on page 91 of this document? Clearly, he has read it in the 48 hours that we have had. I am in agreement that we continue with this debate on another date; to give ourselves a chance to look through the documents and do Kenya justice.

On a point of order, Mr. Deputy Speaker, Sir. I did rise and invite your ruling on which Motion we are debating to defer to another day. This is because todayâs Order Paper says we are resuming debate on a Motion that was before us yesterday. However, it would appear to me that the Motion as is in front of this House is different from the Motion that was there yesterday. I request that you make a ruling on this issue.

Mr. Temporary Deputy Speaker, Sir, I merely want to add my voice to those who have said that the spirit of working, doing the right things and moving the country forward is what we should be doing. Of course, those of us from rather large constituencies will go home a bit worse off today but this is what the spirit of give and take is all about.

Mr. Temporary Deputy Speaker, Sir, I think as Kenyans, we must ask ourselves two fundamental questions. One, in January and February this year, a similar Bill was before this House. People made very passionate arguments and some made very technical arguments. We must start from there and ask why people were anxious about the Bill as it had been presented at that time. One of those reasons was the fear that the process was not insulated from the ability of the Attorney-General to take over matters and extinguish prosecution.
