  • 13 Apr 2011 in National Assembly: Mr. Deputy Speaker, Sir, I am okay. I wish the Assistant Minister would verify the facts on the ground. Could he also inform the House why they paid Kshs1 million out of a contract sum of Kshs1.4 million and the guy has done 70 metres and not 200 metres? view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also want to thank the Assistant Minister for considering a waiver of that certificate of good conduct. However, it is also in the public domain that those who want to be recruited should have birth certificates. As you are aware, most Kenyans were ignorant about this. Could he also consider a waiver on this for the time being? view
  • 13 Apr 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir, the Assistant Minister did not take into consideration my concerns about the birth certificates. view
  • 13 Apr 2011 in National Assembly: Madam Temporary Deputy Speaker, I also rise to support this Motion. I want to thank the Member who brought it to the House because it is very timely. I want to say that this is not a new idea because I believe we had a factory known as KenRen but due to corrupt practices that have been normal in this country, we were not able establish that factory. I want to believe that this time, since the Motion has been brought to Parliament, the factory is going to be established very soon. Because Kenya relies on agriculture, it has been ... view
  • 7 Apr 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to, on the outset, support this Commission because of bringing us a wonderful report. I also want to say that they have hit the road running because it is only a few months ago that the Commission was formed and today, we are seeing a good report. As I support this report, I only want to urge the Government that passing a Constitution is one thing, but implementation is the main thing. Without Bills in this House, then we are not going to implement the Constitution the way it ... view
  • 6 Apr 2011 in National Assembly: Mr. Speaker, Sir, the Minister has said that we have over 800 registration officers. In Kenya, we have around 285 districts. Why can he not post at least one officer in every district? What criteria does he use of not posting an officer to each district? view
  • 19 Jan 2011 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether he is aware that there are over 20 water pans which were reserved in settlement schemes in Subukia Constituency but are now all silted; and, (b) when the Ministry will excavate the pans and put them back to use to assist in irrigation. view
  • 19 Jan 2011 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister because he has actually provided a list of 34 silted dams. Out of the 34, only two are desilted. Can he tell me how much money he is going to allocate me during the next financial year to work on the 32 remaining silted dams? view
  • 19 Jan 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I had asked the Assistant Minister to tell me how much money he is planning to allocate my constituency during the next financial year, taking cognizance that there are 32 silted dams in Subukia and that is why we want them desilted. The reason is that there are so many youth who are idle and we are trying to stop them from taking alcohol. If we do not give them alternatives, for example, to desilt these dams for irrigation, then we do not know what to do. view
  • 22 Dec 2010 in National Assembly: Madam Temporary Deputy Speaker, I am not going to take a lot of time. First, I want to congratulate my colleagues for the hard work that we have done. I also want to put a caution that we were about to be derailed by something that was done by the Interim Independent Boundaries Review Commission (IIBRC) when it gave a report that was not gazette and Parliament split. I am just appealing that the commissions that we have formed should be independent and produce reports that will not split this Parliament. Madam Temporary Deputy Speaker, the other point I want ... view
