John Mbadi, Member for Suba Constituency requested for a Statement from the Chair of the Departmental Committee on Finance, Planning and Trade on the reasons for the delay of the enactment of the Scrap Metal Bill. The Scrap Metal Bill, 2012 was first presented to Cabinet for approval in January 2013 but it was amongst the Bills that the Cabinet was unable to consider due to time constraints. • 16 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to support this very timely Motion by hon. C. Nyamai. First, in the last Government, we tried to implement the same unified identification system, but half way, it failed. I know that having a digital Government, the so-called Jubilee Government, we are hoping that they will take up this issue and implement this unified system. • 16 Oct 2013 in National Assembly: The purpose of a unified system will reduce the number of transactions people have to undergo for identification, namely, an identity card, birth certificate and a death certificate. All those documents are given by the same Government. With a unified identification system, the minute somebody is born, when he attains the age of maybe acquiring a driving license, the same document can be used by keying in more information. In case of marriage, more information will be keyed on the same document. Whenever one identifies himself as Nelson, they will know that Nelson is a married person, works for so ... view
  • 10 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, I want to thank the Chairman of the Departmental Committee on Finance, Planning and Trade because of late he has been bringing very good Bills. I also thank the Members of that Committee who have been working very hard to make sure that the Bills on their table are dealt with expeditiously. This is a good Bill because when you look at all tax laws, they have appeal bodies, that is, tribunals that deal with appeals. This Bill is now going to consolidate all of them instead of having separate tribunals under every tax law. That ... view

  • 9 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. These amendments are timely because we have seen many companies collapse. The Government is trying to make sure that no more banks collapse. That is why this Committee on Finance, Planning and Trade decided to bring the Bill. We have consulted many stakeholders and we are all in agreement about the Bill and the amendments. We involved all the stakeholders and so, we are sure, as a Committee that nobody was left out. We can tell the House that once this Bill is passed, The Kenya Deposit Insurance Act will be a current ... view
