  • 9 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, from the outset, I support The Kenya Insurance (Amendment) Bill, Bill No.5 of 2013. The purpose of this Bill is to re-align the Insurance Act with the Constitution 2010. The good thing about the Bill is that it is now introducing a vice-chair in the tribunal. The tribunal has been given more powers than our subordinate courts. view
  • 9 Oct 2013 in National Assembly: Currently, the tribunal has powers of a subordinate court, but this Bill is trying to strengthen it to have similar powers as a Resident Magistrate Court. That will go a long way in helping the insurance sector. Also, having consulted with the stakeholders in the insurance sector, the Committee is going to bring more amendments to the Bill, so that when we pass it, it becomes comprehensive. The Bill is also introducing penalties for those insurance companies that are not well managed. It intends to make sure that they do not wait until a company goes under. They have prudent ... view
  • 9 Oct 2013 in National Assembly: With those few remarks, I support the Insurance (Amendment) Bill, Bill No.5 of 2013. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 1 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. I want to say that insurance is a very important sector in the whole country because of the many risks that are in the world. This Bill is seeking to strengthen the Insurance Regulatory Authority (IRA). As you very well know, very many companies have actually gone under because the IRA did not have enough powers. This Bill is now seeking to give more powers to the IRA in the manner that they will be able to check the way these companies are run. They will actually make sure that the companies do ... view
  • 1 Oct 2013 in National Assembly: They are also strengthening the insurance companies by allowing only professionals to run them. As it is currently, many people who are not professionals are in the insurance companies which results into many of them going under. view
  • 1 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, the Bill is also in line with the new Constitution which we promulgated in 2010. Most laws are still based on the old constitution. So, this Bill is now seeking to harmonize the new rules as per the new Constitution. view
  • 1 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Kenya being a member state of the EAC, it is good for us to have laws that are in tandem with the EAC. This will even allow our insurance companies to have branches in the East African Region. view
  • 25 Sep 2013 in National Assembly: Thank you, hon. Deputy Speaker. I also want to thank my colleagues for having passed this Bill. I want to state here that tax matters are not matters you can just discuss in this House. Our Committee is open. If you have any tax matters, please, come to the Committee where we can have time and quantify what effects tax has so that when we come to the Floor, we are able to discuss with enough information. Otherwise, in the House alone, it is very hard to quantify the effects of taxation. I urge hon. Members to appear before our ... view
  • 30 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, thank you. I want to start from the outset and say that tax is a very uncommon thing. If you remember in the Bible, Zacchaeus was very unpopular because he was a tax collector. Having said that, I want to say that I support the Bill because you know very well we have the VAT Act which is very complicated. The Bill is trying to simplify the Act. We are trying to have a very simple VAT Act and that is one of the principles of taxation. When you look at the view
  • 24 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I want to first thank hon. Gakuya for coming up with this Motion. For us who have visited and at some point stayed in Dandora know that Dandora is a health hazard. It is a place we need to manage. Look at the way we carry our garbage. The trucks are open and they drop garbage all over in the process of transporting it. It is high time the Government came up with a policy on how to transport garbage. In other countries, before garbage is picked it is separated so that the bottles are ... view
