The Bill also seeks to give powers to the Cabinet Secretary for Finance to appoint the CEO of CMA. Right now, the CMA does not have a substantive CEO. The appointment process of the CEO has taken a very long time. If it were to be done by the ... view
  • 3 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker, for giving me this chance to contribute to this Motion. I also want to thank the Mover, hon. T.G. Ali, for bringing this timely Motion. It should actually be a reminder to the Government because it has always said that it will form a Disaster Management Authority, but it has never done so. view

So, once we form the Disaster Management Authority, it should be well managed. We should have a comprehensive plan for everything that they need; for example, vehicles. They should always be proactive and not reactive. view

  • 11 Jun 2013 in National Assembly: letter on 27th May, 2013 agreeing to upgrade their salaries. Since it is a very important Commission, we agreed to increase their salary as per the SRC. The Kshs3 billion that we are reducing to Kshs2.75 billion was an addition that we gave to tourism and industrialization. In effect, we are not affecting any budget of any of the two votes. So we have agreed that we give them that money so that they can pay the salaries. We also agreed that they have an office block they are putting up which had not been allocated money and it is ... view

I think the Member is requesting a lot of information which is supposed to be given by two joint committees; it covers the period from the year 2005. So, I would request that, considering that we are also dealing with the Budget matters, we be given a month, so that we can fully investigate everything. I request the Member to come and give us more information. We will give this House a report four weeks from today. view
  • 4 Jun 2013 in National Assembly: Hon. Speaker, Sir, maybe, we can say three weeks but if we do not complete our work, we can come back to the house requesting for another week. view
