  • 28 Jul 2015 in National Assembly: Hon. Speaker, I thank you very much. I wish to thank the Leader of the Majority Party for finally tabling the Auditor-General’s report of the accounts for the 2013/2014 Financial Year. As provided for under Article 229(4) of the Constitution, these accounts were supposed to have been here by December last year or early January this year, but they have been delayed. It means we are seven months late. As you realise from Article 229(8) we, as the Public Accounts Committee (PAC), are required after receiving this report, to debate and consider the report and take appropriate action. The import ... view
  • 28 Jul 2015 in National Assembly: I wrote to you requesting you to kindly allocate time as quickly as is possible for you, so that the Auditor-General can explain to these representatives of the people of Kenya the highlights of the 2013/2014 audited accounts. This will help us not only to assess the performance of the appropriations that we have made but also help us as a way of prioritising. Our Committee sat this morning and kindly asked me to request you if you could allow the Auditor-General to have a session with this House on Wednesday 12th so that he could take Members who are ... view
  • 28 Jul 2015 in National Assembly: I would be most obliged if you could allow our Committee so that we are able to proceed as fast as possible, but most importantly, to let the public know how their money has been put to use by those whom they have entrusted to use their money on their behalf. view

  • 9 Jul 2015 in National Assembly: Hon. Deputy Speaker, two weeks ago I had requested for a considered ruling from you regarding what I thought was an apparent legal lacuna on the provisions of Article 115 vis a vis Article 94 with regard to the power of referral and you said you would consider it and give an indication when we could get the ruling. I just wanted to know if you have pronounced yourself on the matter and when we could probably expect the ruling. view
  • 9 Jul 2015 in National Assembly: Okay. Thank you, Hon. Deputy Speaker. Let us move on to the next Order. view
  • 9 Jul 2015 in National Assembly: Thank you, Hon. Deputy Speaker for giving me the opportunity to contribute to this Bill. This amendment Bill guarantees continuity. In my view, the existing provisions and the sub-clause which we intend to amend which gave us up to 28th March, 2013, presupposed an ideal world. As we know, Kenyans are always Kenyans. Apart from having the habit of always loving never to miss an opportunity, we are also a very litigious society. We rush to court even when we feel that someone has described our manner of dressing inappropriately. This provision is a small amendment, but as has been ... view
