Hon. Speaker, as much as we have passed the Motion under Order No.11, I would like to request the House that, when we are doing something like this, to also rely on history. Some of us have proposed so many amendments. Some of the amendments that are the subject of the memoranda were proposed by us. In the Public Audit Bill, I had over 70 amendments.

Thank you, Hon. Temporary Deputy Speaker. I wish to move the following Procedural Motion:- THAT, notwithstanding the provisions of Standing Order No.97(4) and the resolution of 11th February, 2015, this House resolves that the debate on The Companies Bill (National Assembly Bill No. 22 of 2015), be limited as follows. A maximum of sixty (60) minutes for the Mover, in moving and thirty (30) minutes in replying, and forty-five (45) for each Member speaking, and sixty (60) minutes for the Leader of the Majority Party and the Leader of the Minority Party in that order. the provisions of Standing Order No.97(4), those of us who have really put a lot of effort into this Bill will be hugely disadvantaged. I know it is not everybody who is going to utilise all that time. I just want to remind you that when this Bill was first brought to this House, I appealed to the House and we had actually been allowed a maximum of 120 minutes for the Mover, in moving and 60 minutes in replying and a maximum of 90 minutes for any Member speaking. Thank you, Hon. Temporary Deputy Chairman. I do not want to say that it is not a good day for my sister but, like my colleagues before me have done, I have to oppose this amendment. We are looking for an anti-corruption agency which is independent and completely removed from encumbrances by allowing the PSC to be the one recruiting the Chairperson of the Commission. The Commissioners shall be indebted to PSC and the PSC is one of the bodies that those commissioners may be required to go after.
