Equally, the institution of Parliament manifests the diversity of the nation. In this House, billionaires have sat side by side with paupers; people who have got very poor upbringing have sat side by side with nobility; and grandfathers have sat side by side with people who are barely out of their teens. Indeed, that is the diversity of this House.

come from these Members assembled here today. It is a dignified House. Therefore, it would be very naïve for such an Assembly to be a gathering of angels. Neither does it happen here nor anywhere else in the world. Transgressions do occur and will occur. Sometimes we perform below expectations. That is expected. After all, we are human beings. However, by and large, my belief is that many of the hon. Members seated here today go out of their way to make our great county a better place to live in.

Those of us who were in the Tenth Parliament remember the 15th January, 2008, when we were electing hon. Kenneth Marende as the Speaker. Invariably, we have to compare Speaker Muturi with those who were before him. I have never seen this House cross swords like it did on 15th January, 2008. Hon Deputy Speaker, in times when the political situation in our country seemed so precarious, it is the rulings made by hon. Marende which provided the glue to hold this country together. Of course, some of us in the Orange Democratic Party (ODM) sometimes thought that hon. Marende was moving too far to the left of the centre. If I was asked to name the difference between hon. Thank you, hon. Speaker. I also wish to add my voice in sending condolences to the family of the late Grace Ogot. As has been said by hon. Jakoyo Midiwo and hon. (Dr.) Christine Ombaka, the late Grace Ogot was born in Rarieda and her father, the late Nyanduga, was one of the pioneer educationists in our constituency. More importantly, at one point - and most people do not remember - the late Grace Ogot sat in this Parliament with her younger brother, Bob Jalang’o, who was the first Member of Parliament for Rarieda. I have no intention whatsoever of anticipating debate, but you will recall that last week when the Leader of the Majority Party gave a programme for this week, he had indicated that the Public Audit Bill would come for Third Reading. wonder then what that does to Article 94(5) of the Constitution. It appears then that there are other bodies, other than the National Assembly, that can make decisions. More importantly, looking at the amendments that have been attributed to me, many of them have been re-arranged, not just for the purposes of editing, but for the purposes of substantially changing the intention of the amendments.
