  • 19 Mar 2015 in National Assembly: Hon. Speaker, hon. Gaichuhie did not understand what I was talking about. I said that I had proposed a number of amendments to the Public Audit Bill. On Wednesday last week, I had requested that I be given an opportunity to defend those amendments before the Finance, Planning and Trade Committee. That opportunity was not granted. Looking at the Order Paper today, some of the amendments I had proposed are not appearing. Some of the amendments that I had proposed have also been reconfigured in a manner to change the substance and meaning of those amendments. That is what I ... view

  • 19 Mar 2015 in National Assembly: Hon, Speaker, I thank you. Actually, my problem was not even with the Committee per se . It was just with the fact that some of the amendments I had proposed have not been included in the Order Paper. However, I thank you. I will approach the Office of the Clerk because the matter is now administrative. I will explain the idea behind those amendments, so that they can be put back in the Order Paper. Thank you. view

Maybe, it is the way the Chairman of the Committee has explained it. The way you are explaining it, to me it looks like what you have deleted, you are bringing it back by another deletion. Could you just take a little bit of time to explain what you hope to achieve by the proposed amendment in subclause (8) and (9)? view

  • 18 Mar 2015 in National Assembly: Hon. Temporary Deputy Speaker, I have no intention of interrupting the hon. Mmber for Uriri but is he really in order to say that students were caught cheating last year because of ranking when we know that there was no ranking last year? There was no ranking. The schools were not ranked. Is he really in order? view
  • 18 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Allow me to reply on behalf of hon. Chris Wamalwa. view
  • 18 Mar 2015 in National Assembly: Yes, I will reply on behalf of hon. Dr. Chrisantus Wamalwa, but allow me to donate two minutes to hon. Irungu Kangata and another two minutes to hon. Omulele. view
  • 18 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I know there are many of my colleagues who want to support the Motion, but I cannot donate all my ten minutes. I wish to thank all my colleagues who have supported ranking. The great Greek philosopher, Plato, once said: “Opinion is the medium between knowledge and ignorance.” Sometimes what we express is perhaps because of lack of sufficient knowledge. I have heard opinions expressed here that ranking makes people zombies and robots, politicises education through rewards, makes our children be overloaded, leads to vilification of those who do not get good results, can ... view
