For quite some time now, I have been seeking a Statement from the Chair, Departmental Committee on Defence and Foreign Relations regarding the sad case of a Kenyan who was killed by a foreign diplomat, an American to be exact. Thank you, hon. Speaker. The best laws must always be those that all of us will be comfortable with, if they were to be administered by our sworn enemies. Perhaps nothing highlights this more than the famous sermons of the late Rev. Friedrich Gustav Emil Martin Niemöller who during the time of his life was a protestant priest and a social activist. Hon. Speaker, as I conclude I think we need to look at this thing in a much bigger way. As I have said, the problem is that our security apparatus and those in charge have not mutated in tandem with the mutating trends of crime and terrorism. Also, I think we must have the courage to continue and conclude the police reforms as they were envisaged. With those remarks I intend to bring amendments so that we can drive at a bipartisan approach to move this Bill forward. I thank you.
