28 Oct 2014 in National Assembly:
Hon. Chairlady, I also support, but you realize that in dealing with these amendments, there is a lot of reference to regulations and I hope that as we go on with the amendments we shall also have a requirement for this House to approve those regulations. This is because regulations are going to become so many that without them it will not even be possible to implement this law. It will be neater that, as we go ahead, and as we have done previously, we also have a requirement in our recommendations, if the Committee has not done it already. ...

23 Oct 2014 in National Assembly:
Hon. Speaker, I rise on a point of order to support the position of the Chairman of the Departmental Committee on Justice and Legal Affairs. Like I did yesterday when I was moving my Motion to extend debating time, I have gone through this Bill. I have gone through the Insolvency Bill almost to an extent of doting The electronic version of the Official Hansard Report is for information purposesonly. the “ts”. When you look at this Bill, there are too many typographical and grammatical errors and it will give a very bad account of Parliament if we debated it as it is. As for the arrangement of the sections of the Bill, we are used to talking about clauses in a Bill but if you read this Bill, almost every page talks of section and the way they are divided. What I am most concerned about is some obvious cases of serious grammatical mistakes which clearly tend to give--- I understand that this is a very big Bill even ...

22 Oct 2014 in National Assembly:
Hon. Temporary Deputy Speaker, I wish to second this Motion as moved by my good friend, hon. Omar Mwinyi, the Member for Changamwe. As I second it, in my view, this is one of the best Motions that I have had a chance to debate in this Parliament. I will be encouraging all the Members not just to support it, but to have the Government put in place measures to fully liberalise the air fares, including awarding licences to other operators. Sometimes I wonder if Kenya Airways can any more be called the national carrier. My understanding of a national ...

out orders at passengers and in a very discourteous manner, indeed. Of course, for them service with a smile went on leave a long time ago. Having said all these things, I think the problem with the aviation sector in Kenya in general is the fact that we have a very weak regulator of the industry. It is a fact that the Kenya Civil Aviation Authority (KCAA) is a lot weaker than some of the operators in the industry. The structures of the KCAA and some of the players it is supposed to regulate---

22 Oct 2014 in National Assembly:
Hon. Temporary Deputy Speaker, I think hon. Kabando was not listening. I talked of a personal experience. This personal experience was raised with the CEO of Kenya Airways, Mr. Titus Naikuni. I am not talking about something that Kenya Airways does not know. It is not once or twice; rather it is several times. Hon. Kabando, a man I truly respect cannot deny me an opportunity to share with Members the experience that I have had because that is a fact and we are trying to help our own to up their game. I have looked at the structures of ...

Hon. Temporary Deputy Speaker, I thank you for giving me the opportunity to contribute to this Adjournment Motion and right from the start, I think I want to thank hon. Mule for bringing the Motion to the Floor of the House. It is a bit disappointing though that an important Motion like this should be discussed when the The electronic version of the Official Hansard Report is for information purposesonly. 22 Oct 2014 in National Assembly:
House is almost empty. I think sometimes it tends to give a bad picture of how we grade our priorities. However, that be as it may, I think I do not want to go into what others have said. However, I think the question of Ebola preparedness is a worry for all Kenyans and as hon. Mule has rightly put it, this is a national Government function. Hon. Temporary Deputy Speaker, we have heard our people in the medical field complaining how our Ebola preparedness or lack thereof is wanting. I hope when our good friend, hon. Dr. Pukose gets ...
