Hon. Temporary Deputy Speaker, it is true that traffic coming from Eastlands leads to a major clogging of traffic in the rest of Nairobi, but this is an opportunity and I would urge hon. Gakuya that from this Motion, he can develop a Bill. One would have hoped, and I am one of those who would have hoped, that one of the key problems that the County Government of Nairobi should have dealt with by now, is the issue of traffic congestion. agree that the transportation of Nairobi residents to and from work was a much more efficient undertaking than it is now. Even as we engage in interventions such as this, both the Central Government and the County Government of Nairobi must seriously consider as a matter of urgency investing in a mass public transport system. It is hardly 20 years ago when traffic in Nairobi was flowing like clockwork. Those were the days of the KBS when you knew that a bus in a particular route would be at a particular stage at a particular time. This is still possible. ...

Hon. Deputy Speaker, sometimes I admire the enthusiasm of my former friend; nowadays, I do not know if we are friends or not. Could he confirm then to the nation that before the regulations are brought here, the status quo shall maintain? That is what I asked in terms of what happens in the intervening period.

Hon. Temporary Deputy Speaker, I thank you for, kindly, giving me the opportunity to contribute to this Bill, so that I can attend to some personal emergency. The intention of this Bill is very good but, in some sense, as has rightly been indicated by the Deputy Leader of Majority Party, hon. Naomi Shaban, once the Bill becomes law, it will occasion expenditure of huge sums of public funds. Look at Clause 5 of the Bill, for example, it says: “A person deprived of liberty shall at all times be treated in a humane manner and with respect for their inherent human dignity.” Looking at the fellow I have just described, what sort of human dignity does he have, anyway, when he can eat fellow human beings and boast about it on camera? Hon. Temporary Deputy Speaker, Clause 8 says, “A person deprived of liberty shall have the right to communicate whether by telephone or other means with any person of his or her choice.” Are we converting our prisons into some sort of resort? We must work out Bills that are contemporary with the Kenyan situation.
