30 Jul 2014 in National Assembly:
Hon. Deputy Speaker, as George Bernard Shaw once said, the moment we want to believe something, we suddenly see all the arguments for it and become blind to all the arguments against it. This report, in my view, just like the Supreme Court ruling on the Presidential Petition before it, endeavours to give us reasons that sound good. What we need are good reasons why we should not be sending the IEBC commissioners packing. It is a fundamental requirement of democracy that any electoral process must accord citizens the freedom to exercise their political rights in a free and fair ...

24 Jul 2014 in National Assembly:
Hon. Temporary Deputy Speaker, I thank you. I also thank the Leader of the Majority Party for attempting to answer the question. Our Constitution is clear that KDF is one of the national security organs. We do not have to talk about that one. But it is in public knowledge that KDF--- I want to say that none of us in this House is opposed to the deployment of KDF to maintain security. The Constitution provides for it. We are not opposed to that. We will support it. What we are saying is that it has to be done according ...

24 Jul 2014 in National Assembly:
Hon. Temporary Deputy Speaker, when this matter came up on Tuesday, we got the assurance first from the Chief Whip of the Majority side, a man I highly respect, a former Minister for Internal Security who, in my opinion, did very well as the Minister. He has said that, yes, deployment had been done as per Article 241(3)(c), but because Parliament – and it is in the HANSARD - was on recess at that time, what is anticipated under Article 241(3)(c) will be done within seven days. Now the Leader of the Majority Party is trying to change course and ...

24 Jul 2014 in National Assembly:
On a point of order, hon. Temporary Deputy Speaker. While I do not wish to take the House back to what we have discussed, I think that it is not right when we on this side raise matters which border on the Constitution of this

24 Jul 2014 in National Assembly:
Hon. Deputy Speaker, it is not my wish to take us back where we have come from. I think it is important that as we debate in this House, we stick to the rules of this House as spelt out in our Standing Orders. Hon. Deputy Speaker, I am raising this matter because when we come to the Order on petitions, I had a very burning issue which I wanted to raise. Standing Order Nos. 224 and 226 are very clear that we have up to 30 minutes to do petitions. I felt that when we have issues that touch ...

23 Jul 2014 in National Assembly:
Hon. Deputy Speaker, I wanted to say that the issue of discrimination goes much higher than just the question hon. Mbadi has spoken about. For example, a lot of the recruits who went for these posts were denied opportunities because they had a tooth missing or broken. One has to ask: What does one need a tooth for? I mean do our policemen and women require to use their teeth in defending our country? So, when you look at the issues of discrimination they are so widespread. People are denied opportunities because they are not of a certain height. I ...

23 Jul 2014 in National Assembly:
I thank you for giving me the opportunity to contribute to this Bill. As I contribute to this Bill, I want to commend my good friend, hon. (Dr.) Ottichilo, for the relentless pursuit that he has had on this matter. It is true that issues to do with climate change are with us. They are global in nature but the fact that Kenya is, at least, trying to do something to mitigate the effects of climate change is commendable. However, having said that, it is a fact, of course, that as we stand today, Kenya’s carbon footprint globally is negligible. ...

23 Jul 2014 in National Assembly:
as opposed to Kenya’s land mass which is about 583,000 square kilometres. That is roughly about 60 per cent of Kenya’s land mass. But being a temperate country, that country right now produces nearly 36 Gigawatts of power from solar. If you compare that with our production of power from solar, you will find that it is negligible. In fact, our total power production, as it stands now, is just about 1.8 Gigawatts which is about 5 per cent of the total solar power production in Germany. Why am I saying this? Hon. Temporary Deputy Speaker, as we look at ...

23 Jul 2014 in National Assembly:
Yes, I do, hon. Temporary Deputy Speaker. I thank you for giving me the opportunity to contribute to the Motion. While I do believe that the Division of Revenue ought to be a function of the National Assembly, I think we have a duty to respect the decision of the court even though some of us do not agree with it. Health is a basic human right and if we were to revamp the Level 5 hospitals to be able to relieve pressure on the referral hospitals, this will be good for our country. As it stands now, the quality ...
