  • 23 Jul 2014 in National Assembly: would expect that, out of the Kshs.226 billion that we are now devolving to the counties, at least, Kshs100 to Kshs150 billion is devoted to development that will improve the livelihoods of our people. But what we are seeing is money being spent on issues that, in my view, ought not to be there. I have also noticed, because we manage the CDF in our respective constituencies that, on a comparative level, the amount of money being spent by the county governments on similar projects is very high, compared to what we spend on CDF. The other day, I went ... view
  • 23 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, for the purposes of removing the gridlock and making sure that the counties receive their funding, I want to support this Motion. Even as I support this Motion, I think it is incumbent upon this House, with our sister House the Senate, to look for laws governing the county governments. As it stands now, I am convinced, no matter how much money we take to the counties - perhaps, there are a few The electronic version of the Official Hansard Report is for information purposesonly. • 23 Jul 2014 in National Assembly: counties where we have individuals who want to make a difference in the lives of their people. We will see improvement in those counties. But if we continue the way we are doing, I am afraid we may be pouring money. It would be like pouring money into a bottomless pit where nothing comes out. view
  • 23 Jul 2014 in National Assembly: Therefore, as we go forward, I will be one of the proponents who will be saying we must improve the quality of representation at the counties. view

  • 22 Jul 2014 in National Assembly: Deputy Speaker, I thank you. I rise on a point of order to seek your guidance on a matter that I feel impacts on the role of this House and our Constitution. If you indulge me just for one minute, our Constitution at Article 24, says that any law, including customary law, that is inconsistent with this Constitution, is void to the extent of the inconsistency, and any Act that contravenes this Constitution is invalid. If you go to Article 94(4), it says Parliament shall protect this Constitution and promote democratic governance of the Republic. Indeed our oath of allegiance ... view
  • 22 Jul 2014 in National Assembly: affirmation by Members of Parliament of the Senate says, among other things, that we will bear true allegiance to the people of the Republic of Kenya, and that we will obey, respect, uphold, preserve, protect and defend this Constitution of the Republic of Kenya, and will faithfully and conscientiously discharge the duties of Members of Parliament; we then pray, “So, help me God”. The import of this Constitution is that Parliament has a duty to defend and protect the Constitution of the Republic of Kenya. It means also that all Members of Parliament, without exception, have a duty to obey, ... view
  • 22 Jul 2014 in National Assembly: Deputy Speaker, the reason I am bringing up this matter is that I am aware at the moment we on the thrones of insecurity, and every one of us, irrespective of which political party they belong to, has a duty to make a contribution. In my view, we no reason to disregard clear constitutional provisions. If you look at Article 241(3) (c ), it says the defense forces maybe deployed to restore peace in any part of Kenya affected by unrest or instability only with the approval of the National Assembly. view
  • 22 Jul 2014 in National Assembly: There is no exception. I am aware that as we speak now, the Kenya Defence Forces are being deployed to provide security in Lamu. The function is noble, but noble as it is, are we saying that in view of the very clear provisions and the direness of the situation down there, Parliament can just abdicate the clear provisions on its roles? Is this action by the Kenya Defence Forces not tantamount to overthrowing our own Constitution? I seek your guidance and request if you could allow some Members to ventilate on this because it is truly a matter of ... view
