Thank you, hon. Temporary Deputy Speaker. I have no intention whatsoever of interrupting debate on this Bill, but Parliament is a House of rules and traditions. I notice that the Bill that we are just about to debate is the Kenya Information and Communications (Amendment) Bill, 2013. I am a Member of the Departmental Committee on Energy, Information and Communications. We have discussed this Bill at length. We have engaged the stakeholders. Hon. Temporary Deputy Speaker, this constitutional provision is for a good reason. We are fully seized of this Bill. Even Standing Order 114, on introduction of Bills, talks about legislative proposal for which a member of a committee is in charge. Standing Order 117 provides that every Bill shall be accompanied by a memorandum and a statement of the objects and reasons of the Bill.
