Hon. Deputy Speaker, the matter raised by the Member for Elgeyo Marakwet is very serious. It is not the first time that we are discussing this matter. Would I be in order to request the Chair to order the heads of security in this country to be here when we are discussing this Motion? Otherwise, we will keep discussing these Motions on security and people continue dying, and yet we do not get any commitment for action. It has been a trend in recent times that KDF seems to play the role of other constitutionally guaranteed authorities like the National Police Service which is wrong. Hon. Temporary Deputy Chairman, I heard how it was being addressed from where I was. I am just raising a concern which is developing in the country. However, I agree with the idea of co-operating with other authorities as long as that is limited to co-operation and not taking over the roles of those authorities.

Hon. Temporary Deputy Speaker, this is a good amendment because up to now, promotion in the disciplined forces tends to be a rigid affair. The proposed amendment seeks to remove that rigidity and make it possible for promotions to be done in a more efficient and faster manner. I support.
