I can go on and on about almost every county. Last week, when the substantive Speaker was on that Chair I said that we have the Cabinet Secretary in charge of security. When we ask the Chair of the Committee to talk on matters of security, honestly we are not being fair to him. He is a Member of Parliament. His job is to legislate. Hon. Deputy Speaker, what I am against is that the Leader of Majority Party is trying to say that we cannot engage the Cabinet Secretary directly. We can and we should because this matter goes beyond Committees; it affects every Member.

Deputy Speaker, I want to thank the Mover for moving this Motion but, as I support the Motion, we have to accept that it is almost a universal principle that every adversity brings with it equal - if not greater - opportunity. I think the Dandora Dumpsite must now be seen as an opportunity. As we know, for Kenya to achieve Vision 2030, it has to produce one Gigawatts of electricity per year. On a point of order, hon. Deputy Speaker. I think we are going about this matter in a roundabout manner but we are actually demeaning the dignity of the House. This is because we are talking of the premises of the Constitution and the proposed Bill. If you look at the proposed Bill under Section 3(d), it says in Sub- section 1(k) âby adding the words âon disciplinary matters relating to transfers, promotions and appointmentsâ immediately after the words âof serviceâ.

Deputy Speaker, when I go to the Constitution which is the supreme law of the land, Article 246(3) says: âThe Commission shall â (a) recruit and appoint persons to hold or act in offices in the service, confirm appointments, and determine promotions and transfers within the National Police Service.â What we are asking for is simple. Looking at the behavior of our governors today, this country needs to be very afraid. If you look at the principles that govern devolution under Article 174 of our Constitution, you will find that it is very clear that one of the key objects of devolution of government is to promote democratic and accountable exercise of power which we are not seeing in our governors. Most importantly, it is to foster national unity. However, many of our governors today are behaving as if they are kings.

The other day I was reading, and I hope that it is not correct that today there are governors who demand that when they leave their headquarters the roads are cleared 20 kilometres ahead of them.
