26 Jun 2013 in National Assembly:
Thank you, hon. Speaker, Sir. I thank the Leader of the Majority Party. I have not, of course, seen the Statement because some of the statistics I asked for I will probably be able to respond to them once I see them. But nevertheless, from what he has said on the Floor of the House, I want to say the Leader of Majority Party knows that the Statement is more about optimism than reality. He knows, of course, that since I asked for the issues to be elaborated, a lot more has happened in the country. We have the Chinedu ...

26 Jun 2013 in National Assembly:
What I asked for are actually very weighty national matters; perhaps, a session like this is not all we need to interrogate it; probably we need a whole day’s conference to interrogate them. I will just go on two issues only, namely security and free maternity services. It is believed--- I want the Leader of Majority Party to clarify that part of the reason we have a lot of security problems in the country is because of the endless wrangles between the Chairman of the National Police Service Commission and the Inspector General of Police. I want the Leader of ...

26 Jun 2013 in National Assembly:
It is coming; it is what I am going to if you just indulge me; that is why I asked for your indulgence. What I am trying to say is that for free maternity services to take root in our country healthcare provision should be without discrimination, whether direct or indirect, all over the country. Therefore, the clarification I am asking from the Leader of the Majority Party, knowing that in some parts of the country, for example in some counties, there are virtually no doctors, gynecologists and nurses is, what affirmative action is the Government instituting to ensure the ...

26 Jun 2013 in National Assembly:
On a point of order, hon. Speaker. Is the Leader of Majority Party in order to attempt to mislead the House when he says that only about eight counties have had security problems when we know that even in Nairobi car-jacking is the order of the day? There were worse skirmishes in Narok about two months ago. Even in my own Siaya County and Bungoma County, there have been problems. Is he in order? Most importantly, I had asked him to clarify. Is he in order not to clarify my particular request for clarification that it is becoming manifestly clear ...

25 Jun 2013 in National Assembly:
On a point of order, hon. Speaker, Sir. Two weeks ago, I requested for a fairly comprehensive Statement from the Leader of the Majority Party on a wide range of issues. He had given an undertaking to give it last week on Thursday. Last week on Thursday, he gave me his gentleman’s word that the Statement will be here today. But I am getting concerned that if we do not get it, we may be getting to a situation where we will get stock answers when we ask for Statements.

25 Jun 2013 in National Assembly:
Yes! I want to modify his offer a little bit. I want to kindly ask him to give it in the afternoon because I may have some engagements in the morning and I want to interrogate it.

Thank you, hon. Speaker, Sir. I wish to second the Motion as moved by my able Chairman, hon. Jamleck Kamau. As I second it, it is also important as

20 Jun 2013 in National Assembly:
Hon. Speaker, Sir, I will raise my voice. What the Chairman of the Budget and Appropriations Committee is doing is not just a duty to hon. Members, but to Kenyans. I happen to have been in the CDF Committee during the 10th Parliament and now the 11th Parliament. I have evidence that the CDF has, indeed, made a difference in the whole country. There is a saying that when you get rid of what you know to be working in pursuit of what you do not know, then you know what you are losing but you do not know what ...
